Minister of Finance Order no. 109/2022 approved the procedure for central and local public administration authorities and institutions to enrol in and access the PatrimVen IT system.

In detail

Under Government Ordinance no. 11/2021, public authorities and institutions of public interest are obliged as of 1 March 2022 to enrol in the PatrimVen IT system.

Minister of Finance Order no. 109/2022 (OMF no. 109/2022) approved the procedure for central and local public administration authorities and institutions to enrol in, access and use the PatrimVen IT system to fulfil their legal obligations and exchange information. 

PatrimVen is an electronic repository administered by the Ministry of Finance containing information and documents collected from and submitted by central and local public administration public authorities, public institutions and public-interest institutions and from taxpayers. 

The use of information and the provision of services through PatrimVen will be based on an access protocol, PASS, including a list of available services and a description of the access interfaces. The object of PASS is to allow the central and local public administration authorities, institutions, the Ministry of Finance and the National Agency for Fiscal Administration (ANAF) to collaborate.

The services that can be requested through PASS are: Electronic central register for payment accounts and bank accounts; Social security contributions; Income statements; Monthly income information; Information on the annual income from the last two fiscal years; Goods (buildings, land and vehicles); Fiscal attestation certificate; Fiscal situation data; Declaration D394 - Deliveries; Financial statement data; Fiscal record; Central register of trusts and legal constructions similar to trusts; Register of home purchases with a reduced VAT rate of 5%; Audit or other informative reports.

Central and local public administration authorities and institutions are obliged to respect the confidentiality of the information obtained.

The PASS protocols concluded pursuant to the Minister of Public Finance Order no. 2632/2016 for the development of Ministry of Public Finance services will be made available to public authorities and institutions through the ministry’s own IT system.
