Operational Programme Human Capital (POCU)

Operational Programme Human Capital (POCU) represents an important source of investment in employment, education, fight against poverty and support for social services through the European Social Fund. 

Moreover, POCU establishes investment priorities, specific objectives and actions undertaken by Romania in the field of Human Resources by helping Romanians, including youngsters to find a job and improve their education and skills as well as reducing poverty and social exclusion, supporting better social services and labour market institutions.

Technical assistance in accessing European funds and project implementation:

  • Identification and assessment of type of activities included in the project
  • Preparation and submission of project documentation for funding
  • Review documentation for contracting the funding
  • Preparation of a guideline regarding reimbursement claims process
  • Preparation of the reimbursement forms
  • Review of reimbursement files
  • Review of monitoring reports

Digital skills for employees - Call 3.12

Eligible applicants:

Large enterprises:

  • at least 250 employees AND 
  • a net annual turnover of more than 50 mil. Euros equivalent in lei or value of total assets exceeding the equivalent in lei of 43 mil. Euros

SME:

  • Business associations
  • Employer organizations
  • Chambers of Commerce and Industry

Eligible activities

  • Professional training exclusively in the field of digital literacy and ICT - ANC authorized courses or  recognized by the organization
  • Assessment and certification of competences exclusively in the field of digital literacy and ICT
  • Training -  exclusively in the field of digital literacy and ICT, for employees in the economic sectors / domains identified according to SNC and SNCDI
  • Assessment and certification of competences exclusively in the field of digital literacy and ICT
  • Support for enterprises to develop and introduce a workplace learning program

Maximum Project Value

  • estimated to be  EUR 500.000
  • estimated to be EUR 1. 000.000 (is calculated according to the applicant's turnover and seniority)

Maximum grant amount 

  • max. EUR 250.000 (no more than 50% of eligible expenses)
  • 100% = EUR  1.000.000 for private legal entities without patrimonial purpose
  • 95% = EUR 950.000 for private legal entities with patrimonial purpose

Maximum co-financing amount

  • 50% of the total project value, of which approx. 90% represents the salaries of the participants in the training courses
  • 0%  for private legal entities without patrimonial purpose
  • 5%  for private legal entities with patrimonial purpose

Eligible target group 

employed based on individual employment contract:

  • It is mandatory to pay special attention to include in the target group elder employees aged between 55 - 64 years (minimum 5%)
  • SME’s in less developed regions
  • Employees with individual labour contracts in SME’s

Maximum implementation period

  • estimated 12 months starting with the signing date of the funding contract
  • estimated 18 months starting with the signing date of the funding contrac

Competitive enterprises - Call 3.8

Eligible applicants:

  • Large enterprises (at least 250 employees and a net annual turnover of more than 50 mil. Euros equivalent in lei or value of total assets exceeding the equivalent in lei of 43 mil. Euros)

Eligible activities:

  1. Mandatory authorized courses by ANC:
    • Entrepreneurial Competences for Managers
    • Human Resources Competences
  2. Training courses recognized by the organization (examples) :
    • Business activities, coaching, workshops, seminars, conferences, lectures, informational events, certification "Project Management Professional", Mini MBA, international certifications - CIPD
    • Product Manager / Innovation Manager / Process Improvement Manager / Strategic Management

Maximum Project Value: EUR 500,000

Maximum grant amount (no more than 50% of eligible expenses)max. EUR 250,000

Maximum co-financing amount: 50% of the total project value, out of which approx. 90% represents salaries of the participants in the training courses

Eligible target group: Managers and HR personnel: minimum 50 employees - 210 employees at best

Increasing the qualification level of employees through continuous training programs correlated with the needs of the labour market - Call 6.12

Eligible applicants:

  • Trade unions / employer’s organizations
  • Professional associations
  • Authorized, public and private Continuing Vocational Training Providers Career counselling services providers
  • Chambers of Commerce
  • NGOs

Eligible activities:

  1. Professional counselling and tutoring activities:
  2. Training (formal and/or informal)
  3. Evaluation, recognition and validation of informal skills and competences
  4. Awareness campaigns to promote continuous professional training
  5. Other innovative actions to increase participation in continuous professional training

Maximum Project Value: EUR 1,000,000

Co-financing value: 5% legal entities with patrimonial purpose or 0% legal entities with no patrimonial purpose

Eligible target group: minimum 500 employees – ideally over 650 employees

Note: Except employees from Bucharest Ilfov

Maximum implementation period: 24 months from the date of signing the contract
