For the grants Beneficiaries, the focus should be on the full compliance with the relevant guidelines and standards when planning and executing the financed project. This involve a rigorous analysis whether the disbursements were made in accordance with the agreements, regulations and arrangements between the donor and the recipient of funds, and whether the expenditures can be aligned with the corresponding documents.
