High-maturity companies have nearly doubled since 2023, yet the middle tier - where cloud scales from pilots to enterprise-wide impact - has contracted rather than grown. While peers in Poland and the Czech Republic are accelerating, many Romanian companies are still working through foundational challenges: migration depth, governance gaps, and cautious budgets.
