The solution for a transparent salary management system

Pay Transparency

Soluția Pay Transparency

The Pay Transparency Solution consists of three packages of services developed by the PwC Romania team to help your company ensure you meet the requirements of the EU Pay Transparency Directive*.

How we help companies:

  • We assess your current pay structures and identify gaps that need remediation, including wage disparities between women and men. The standard and premium packages include a one-time audit focused on all workforce related obligations such as employee rights and their mandatory documentation through policies and procedures, according to principles of equity, diversity and inclusion in the organization and ensuring adequate working conditions.
  • We initiate communication and change management procedures through knowledge transfer regarding the integration of diversity, equity and inclusion principles for human resources/management teams, with an emphasis on the implications in the area of remuneration and salary transparency. Additionally, we develop personalized communication strategies and plans to implement salary transparency within organizations, according to the specific regulation applicable.
  • We support the implementation of mechanisms and tools for analyzing and monitoring the pay gap between women and men for annual reporting, tailored to the size of the company. Standard and premium services additionally involve the review of existing HR procedures and, where applicable, the development of a reward strategy and the definition of specific ESG KPIs.

How you can benefit

We have developed three packages depending on the complexity of the services offered, which can be adjusted based on the size and needs of organizations:

Compliance Essentials (Basic) – an entry-level package designed for companies that need to meet the minimum compliance requirements.

Advanced Compliance & Strategy (Standard) – a package that provides more comprehensive support, helping companies to not only comply with the directive but also develop strategic initiatives to improve pay equity and transparency.

Comprehensive Pay Equity & Transparency (Premium) - a full-service offering designed for companies seeking to make pay equity a core component of their organizational culture and brand. In addition to the Standard Package, it includes tools and consulting services aimed at driving sustainable, long-term change.

*The EU Directive 2023/970 that imposes new rules on pay transparency must be transposed into national legislation by June 7 2026. The new rules on pay transparency should help tackle pay discrimination at work and contribute to closing the gender pay gap.

Starting in 2027, companies with more than 250 employees will be required to report annually to the relevant national authorities on the pay gap between women and men in their workforce, while companies that have between 100 and 250 employees will have to prepare and file a report once every three years. Furthermore, action must be taken if the identified pay gaps exceed 5%. Employees that are victims of discrimination are entitled to compensation and companies run the risk of receiving penalties, including  fines.
