Order ANAF no. 2668 on the approval of the Procedure for connecting electronic fiscal cash registers to the National Agency for Fiscal Administration’s national computer system for surveillance and monitoring of fiscal data, in force since 19 June 2020

Order no. 2668/2020 of the President of the National Agency for Fiscal Administration (Order no. 2668/2020) approves the procedure for connecting electronic fiscal cash registers, as defined by Government Emergency Ordinance (GEO) no. 28/1999, to the National Agency for Fiscal Administration (ANAF) national computer system for supervision and monitoring of fiscal data.

In detail

Economic operators have to ensure the connection of fiscal electronic cash registers in order to transmit the fiscal data to ANAF.

The deadlines for establishing such connections depend on categories of taxpayers, as of 1 July 2020, as follows:

  • by 30 September 2020, for large taxpayers;

  • by 31 January 2021, for small and medium taxpayers;

  • at the date of installation of the device, for economic operators purchasing electronic fiscal cash registers after 1 February 2021.

Economic operators using fiscal electronic cash registers installed in areas not served by electronic communications networks have to complete and submit the declaration provided in Annex no. 2 to this order, as follows:

  • large taxpayers submit the return by 30 September 2020,

  • small and medium-sized taxpayers by 31 January 2021,

  • economic operators purchasing the devices after 1 February 2021, within two working days as of the date of installation of the fiscal electronic cash register.

The declarations are to be submitted electronically.

Order no. 2668/2020, Annex 1 provides the procedure for connecting electronic fiscal cash registers, with Annex 2 detailing the mandatory information to be provided in the declaration of economic operators operating in areas not served by electronic communication networks.
