New amendments regarding Environmental Fund contributions

A new Law1  regarding Environmental Fund contributions has been introduced. The most important changes introduced by this Law refer to oil and landfill taxation contributions.

In detail

As of 1 January 2014, oil-related tax and reporting obligations have been amended, as follows:

  • An increased tax of RON 0.3 /kg is applied for acquisitions of quantities of oils on mineral base, semi-synthetic oils and synthetic oils, with or without additional components;
  • This tax is due on a monthly basis by economic operators introducing such products onto the national market and is to be specifically mentioned on sales documents;
  • The 2013 oil management objective of 80% of the quantity of oils introduced onto the national market has been repealed.

A new Environmental Fund contribution will be applied as of 2017 for the disposal of inert and non-hazardous waste in landfill sites. This landfill tax will be RON 80 /tonne in 2017 and RON 120 /tonne as of 2018.

The takeaway

Companies which introduce oils on mineral base, semi-synthetic oils or synthetic oils, with or without additional components, onto the market have to pay a contribution of RON 0.3 /kg. Contributions for inert and non-hazardous waste disposed of in landfill sites will be applied as of 2017.
